ROCK CARRIER
The mayor's new community service punishment for young men who were caught engaging in petty crimes.
They would bring the men to a quarrying site. Then burly guards would order them to carry and transport rocks.
The men would be forced to carry heavy rocks under the heat of the sun. The men were required to be shirtless while doing these things.
When the men would complain, the guards would threaten them.
Weirdly, this type of punishment was only ordered for men, particularly those who were young and handsome. Petty offenders who were women, old and not attractive were asked to do other community work.
When the men would be continually disobedient, the guards would tie them up to the tree and punished them through gut punching.
In the evenings, the men would be rounded up by the guards.
Particularly the problematic ones will be tied and fucked by the men in the ass.
The hottest and rowdiest boys were sent to the mayor, who fucked them himself.
This turned out to be effective. Lesser men committed crimes in the city. But the rehabilitated offenders would often visit the quarrying site and the mayor's office to continually experience their "punishment" even after they did their time.
